🔗 Share this article France's Parliamentary Permacrisis: The Dawn of a New Political Reality Back in October 2022, as Rishi Sunak assumed office as the UK's leader, he became the fifth consecutive British prime minister to take up the position in six years. Unleashed on the UK by Britain's EU exit, this represented exceptional governmental instability. So what term captures what is unfolding in France, now on its sixth prime minister in two years – three of them in the past 10 months? The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, abandoning Emmanuel Macron’s key pension reform in exchange for opposition Socialist votes as the price for his administration's continuation. But it is, at best, a short-term solution. The EU’s second-largest economy is locked in a political permacrisis, the likes of which it has not experienced for decades – possibly not since the establishment of its Fifth Republic in 1958 – and from which there appears no simple way out. Governing Without a Majority Key background: ever since Macron initiated an ill-advised snap general election in 2024, the nation has had a hung parliament separated into three warring blocs – left, the far right and his own centrist coalition – none with anything close to a majority. At the same time, the nation faces dual debt and deficit crises: its national debt level and budget shortfall are now nearly double the EU limit, and strict legal timelines to pass a 2026 budget that starts controlling expenditures are nigh. Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly. In mid-September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be much the same as the old one – he faced fury from allies and opponents alike. To such an extent that the next day, he stepped down. After just 27 days in office, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he cited political rigidity, saying “party loyalties” and “certain egos” would make his job all but impossible. Another twist in the tale: just hours after Lecornu’s resignation, Macron requested he remain for two more days in a final attempt to secure multi-party support – a task, to put it gently, filled with challenges. Next, two ex-prime ministers openly criticized the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, vowing to reject any and every new government unless there were early elections. Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he went on TV to say he thought “a solution remained possible” to prevent a vote. The president’s office announced the president would appoint a new prime minister 48 hours later. Macron honored his word – and on Friday appointed … Sébastien Lecornu, again. So this week – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “creating discord” and “solely responsible for this chaos” – was Lecornu’s critical test. Could he survive – and can he pass that vital budget? In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were waiting for: Macron’s key policy would be frozen until 2027. With the right-wing LR already supportive, the Socialists said they would refuse to support censorship votes tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, due on Thursday. It is, nevertheless, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be demanding further compromises. “This move,” said its head, Olivier Faure, “is only the beginning.” A Cultural Shift The issue is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves split on dealing with the administration – certain members remain eager to bring it down. A look at the seat numbers shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and hardline-right UDR want him out. To succeed, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, similar to his forerunners, toast. Most expect this to occur soon. Although, by some miracle, the dysfunctional assembly musters collective will to approve a budget this year, the outlook afterward look bleak. So does an exit exist? Early elections would be doubtful to resolve the issue: surveys indicate nearly all parties except the RN would see reduced representation, but there would remain no decisive majority. A new prime minister would confront identical numerical challenges. An alternative might be for Macron himself to step down. After a presidential vote, his successor would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear. Polls suggest the future president will be Le Pen or Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might think twice about handing them control of parliament. In the end, France may not escape its predicament until its politicians accept the new political reality, which is that decisive majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat. Numerous observers believe that cultural shift will not be possible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely. “The system wasn't built to encourage – and even disincentivizes – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
